Core Waivers



The Core waiver is currently open for enrollment. Individuals at all support levels may be eligible for enrollment if:

1. They require Residential Habilitation Services due to:

  • Physical or behavior support needs

  • Cultural considerations; or

  • Quality of life; and

2. Other services are not appropriate or enough to meet the person’s needs. Some examples may include:

  • Specialized habilitation on the Basic Plus waiver cannot meet the person’s needs.

  • The person prefers to receive habilitation in a residential setting instead of their family home or own home with Community First Choice personal care services.

  • The person engages in assaultive behavior toward others in their household.

  • No Adult Family Homes in the local area serve young adults of the person’s age range, and they prefer to live with people of a similar age.

  • The person owns or leases their own home or apartment and would like to have residential habilitation to support them in their home.  This is because CFC is insufficient, or they would like to receive more habilitation care than what is offered by specialized habilitation and remote support on the Basic Plus waiver.

Note: If a person’s support needs are more than other services can provide, pursuit of alternative services (like adult family homes) are not required.

What is the CORE Waiver?

The Developmental Disabilities Administration has five Home and Community-Based Service Medicaid Waiver programs. The Core waiver offers a variety of services for individuals of all ages when not available through other resources (private insurance, Medicaid, school, etc.). The Core waiver offers residential options to individuals at immediate risk of out-of-home placement or who have an identified health and welfare need for services that cannot be met by the Basic Plus waiver.
